Commissioner Littell,

The Little Sebago Lake Association is a community organization focused on maintaining long-term stability of the lake upon which the community is based. We have made it our mission to encourage a community of lake stewards who will accept their responsibility of maintaining shoreland buffers to prevent elements that threaten water quality from entering the lake.

We are not an enforcement agency, nor do we want to be, but we are concerned that the ruling made by DEP on April 11 of this year on infractions by Twin Brooks Campground in Gray has not adequately addressed the magnitude of the problem. We realize that the 30-day deadline to appeal to the BEP has expired, and we are writing you with the hope that we may still have an opportunity to make our case.

As the only commercial development currently on Little Sebago, Twin Brooks has a larger impact than the average landowner. We all submit to the extreme restrictions of the shoreland zone because of the long-term benefit of a stable lake, something we hope is recognized as beneficial to the stability of the business as well.

Over the last few years, the residents of Little Sebago have actively led the State in finding solutions to the problem of invasive milfoil. We have pooled our limited resources to develop and operate two suction dredges, and continue to provide outreach to other associations within and beyond the State.

The plans for future development at Twin Brooks are a growing concern for the lake residents. We would hope that all residents be allowed to grow within their rights, as long as their impact in the watershed is effectively regulated.

Please allow us the opportunity to appeal this ruling. We fear that the example being set at Twin Brooks will undermine our efforts to encourage responsible stewardship of the lake by all landowners within the watershed.
